The creation of an Implementation plan for the Regional Development Program of the Ljubljana Urban Region 2007-2009 is intended for the implementation of the Regional Development Programme of the Ljubljana Urban region for 2007-2013, which the Ljubljana Urban Region Council had adopted at their meeting on 17 April 2007 and is a reflection of the desires and long-term goals of the region:

In accordance with the Promotion of Balanced Regional Development Act (Official Gazette of the Republic of Slovenia, no.93/05) and the Decree on Regional Development Programmes (The Official Gazette of the Republic of Slovenia, no.31/06) the developmental region performs a Regional Development Programme based on the approved Implementation plan for the Regional Development Programme for a three year period.

The method of preparation of the Implementation Plan of the Ljubljana Urban Region for 2007-2009 is legally defined and harmonized with the Regional Developmental Programme for the Ljubljana Urban Region for the period 2007-2013. It includes a selection of project proposals, which contribute to the realization of goals at the regional level for the Regional Development Programme of the Ljubljana Urban Region for the period 2007-2013 and can be financed from different financial sources of the European Union.

The creation of the Implementation Plan for the Regional Development Program of the Ljubljana Urban Region for the period 2007-2009 includes the preparation of proposals of priority projects in the requested content and form in accordance with the Decree on Regional Development Programmes (Official Gazette of the Republic of Slovenia, no. 31/06) and the Instructions from the Management Body for Performing Technical Assistance EPD 2004-2006, dated 02 December 2004.

The Implementation Plan is prepared from a three year period 2007-2009 and is in accordance with the Regional Development Programme of the Ljubljana Urban Region for the period 2007-2013 and the National Development Programme and the National Strategic Reference Framework for the programme period 2007-2013 were also taken into consideration during preparation. The indicative extent of funds at the national and municipal levels served as a financial framework for the projects, which the region will implement in the following years.  

The implementation plan first treats all regional projects. Afterwards, we particularly describe those, which as a region we submitted for financing within the framework of the first public tender for priority orientation in »Regional Development Programmes« within the framework of the Operative Programme for the Strengthening of Regional Development Potential for the period 2007-2013, development priorities »The Development of Regions« and projects for the Resolutions on National Development Projects for the period 2007-2023.

The key importance for the strategic selection of operations is the preparation of regional development programmes in the regions.  These should be based on an analysis of development potential and opportunities in each region and the definition of regionally specific priorities and activities should be ensured by the comprehensive development approach at the regional level. Regional programmes in their strategic origins take into consideration strategic development documents, which the Republic of Slovenia adopted as a basis for directing development processes for the period 2007-2013.  Based on own analyses and taking into consideration development potential, they define specific priority areas, on which they build their future development.  This is a development priority, which will concentrate on key distributed regional operations in the activity and contribute to the complete internal development mobilization in regions and with this also in the state as a whole. 

The vision of regional development in Slovenia is in accordance with the development of balanced economic, social and environmental standpoints in all Slovenian regions, which will ensure a high standard of living, quality of health and the living environment for all citizens in Slovenia.  The vision strives for sustainable development in the widest possible sense, which optimally utilizes all regional potential and at the same time does reduce the sources and possibilities of development for future generations.  

For the implementation of this vision during the period 2007-2013 Slovenia shall follow the goal: Congruent Regional Development within the framework of the fourth development priority. 

The preferential task »Regional Development Programmes« includes and connects measures defined in regional development programmes, which are under the jurisdiction of local communities or it is reasonable that they are implemented »according to their measures«.

In order to implement the RDP LUR the LUR Council adopted the Implementation Plan RDP LUR 2007-2009 on 24 July 2007, which has had two supplementations to date (25 October 2007 and 23 April 2008).
