The European Cluster Memorandum is addressed to all cluster policy stakeholders working at regional, national and EU level and on calls them to reinforce their efforts and cooperation to better and faster respond to the new challenges that clusters are facing today in Europe. 

The European Cluster Memorandum was presented at the European Presidency Conference on innovation and clusters organized under the Slovenian Presidency in Stockholm on 22-23 January 2008.

The European Cluster Memorandum got the support of the Ministry of Economy of the Republic of Slovenia and of Regional Development Agency of the Ljubljana Urban Region.
