Key Activities for the Project – Expert Basis for the Preparation of the Regional Spatial Plan

1. Key Activity: Expert Basis on the Natural Elements of LUR

Within the framework of these activities we are going to perform analyses and assessments of the potential for the development of activities, which are based on the natural elements by taking into consideration all secured/protected areas, such as the Natura 2000 area, protected natural environment areas, water protection areas, water areas, agricultural land, forest reserves etc., and their legal regimes.

2. Key Activity: Expert Basis on the Social Elements of LUR

This activity includes the implementation of regional demographic studies, the analysis of the current system of settlements in the regions, the analysis of the social public infrastructure, the analysis of the energy infrastructure, the municipal and water economy and the implementation of the regional transport study.

3. Key Activity: Location Study of Development Projects from RDP LUR

3.1 Accessibility for the Quality of Living

Within the framework of this heading we are going to perform analyses for the possibility of implementing intermodal hubs at railway stations and stops, the possibilities of constructing a more efficient public transportation system (rail, road) and a bike path infrastructure for city and suburban areas.

3.2 Preserved Natural Heritage

Based on the results of key activity no. 1 we are going to verify the proposed projects in the area of preserving the natural heritage from the standpoint of the optimal utilisation of natural potential. This includes the following projects: Ljubljansko Barje Landscape Park, The Kamniško- Savinjske Alps Regional Park, Projects in Rural Areas (Beekeeping Country, Herbal Country, Energy Points, The Land of Various Crystals) and museums in the open.

3.3 Planning for the Assurance of Quality Living Space

In this heading we are going to perform development analyses (regeneration) of degraded urban areas and village centres, which as a rule are the consequences of poor accessibility, a lower level of services offered and the quality of living or the migration of vital activities to the outskirts, the network of water routes in the region for tourism and recreational purposes, Biomass prototype project, Eko houses pilot project and the improvement of mining area (Sitarjevec) after exploitation is completed.

3.4 Effective Municipal Utility Services

We are going to perform and analysis and define a starting point for the implementation of operative programs for the draining off and treatment of wastewater along the rivers Ljubljanica, Krka, Kamniška Bistrica and Pšata. We are going to analyze the conditions in the area of collecting wastewater and the release of water that is not purified in the watercourse and prepare starting-points for improving these conditions.

3.5 A Supportive Environment for Entrepreneurship

This measure includes: the completion and operations of the Ljubljana Technological Park, the preparation and implementation of two incubators in the region as part of the Ljubljana Technological Park, completion and operations of Ljubljana university incubator and the construction of business zones in the region.

4. Key Activity: Scenario for spatial development, plans for spatial arrangements and directives for the RDP LUR

We are going to perform a SWOT analysis for spatial development in which we are going to take into consideration the results of the analysis, performed within the framework of the preparations for RDP LUR. Based on the prepared expert bases and the results of the SWOT analysis we are going to design scenarios for spatial development, spatial arrangement plans in LUR and directives for RPN LUR.

The prepared expert bases and the analysis of development processes in the external space of LUR, at the interregional (metropolitan), international, European and global territorial levels, will be the starting point for the preparation of different possible scenarios for spatial development in the region. These scenarios are going to show the visions of different futures and offer a frame for deciding on the future development of the region regarding key development factors. At the same time, spatial development scenarios are a useful communication tool, which as a rule stimulates participants to engaged cooperation.

5. Key Activity: Creation of a Comprehensive Assessment of Environmental Impacts for the Planning of Spatial Arrangements

The final, synthesis phase of creating an expert bases will be the plan for spatial arrangements (main activity, no. 4), for which it is necessary to create a comprehensive assessment of environmental impacts according to the project task (CPVO).
